JOB DESCRIPTION: The purpose of this job is to review and gather data of all types of properties in the field and office to arrive at FMV for ad valorem tax purposes. Duties: Responsible for locating parcels and information needed for appraisal of property, defending· values, assisting the general public in a professional manner, performing other related duties as assigned and required. Work will be performed under the direct supervision of the Chief Appraiser.

ADDITIONAL REQUIREMENTS: Candidate must possess a minimum of an Appraiser 1 Level as mandated by the Georgia Department of Revenue OR be able to obtain certification within 12 months. Also must have a valid Class C Georgia driver’s license and a high school diploma or GED. Must have the ability to read, write and comprehensive knowledge of Microsoft Word and Excel. One or two years of related experience, training and knowledge in the appraisal field is preferred. Candidate will be required to successfully complete any courses that may be necessary to maintain certification with the Department of Revenue or to adequately perform job duties.

Entry level financial analyst posit ion responsible for assisting in the preparation and oversight of annual budgets and various individual projects both financial and administrative in nature.


Bachelor’s degree i n Accounting, Business Administration, Public Administration or related field; no experience is required however one year is preferred; or an equivalent combination of education and experience.

Supervisory Responsibility

This job has no supervisory responsibilities.

Essential Duties and Responsibilities

Include the following. Other duties may be assigned.

Assist County Manager in the preparation of the annual budget and various monthly budget tracking reports.

Analyze current and past budgets, prepares and justifies budget requests, and recommends the al location of funds according to spending priorities.

Analyze accounting ng records to determine financial resources required to  implement programs and submits recommendations for budget al locations.

Analyzes budget and accounting records to provide variance information to management. Recommends approval or disapproval of request for funds.

Advises department heads on issues related to budgeting. Prepares and reconciles the annual salary forecast.

Maintains records pertaining to budgetary goals and progress.

Responds to inquiries regarding   the annual  budget, current spend ing and revenue levels, and related issues.

Audits cash expenses.

Compares records of actual operating expenses to compare with the budget. Analyze various revenue streams and compares to budget.

Performs internal audit to verify compliance with Financial Policies and Internal Control Procedures Assists as needed in processing payroll submissions and coordination of the same.

Gathers, organizes and analyzes information on problems or procedures including present operating procedures; considers available solutions and presents findings to management.

Performs other duties as assigned.

Computer Skills

To perform this job successfully, an individual should have a thorough knowledge of Microsoft Windows, Outlook, Power Point, Excel and Word or similar software. Knowledge of Caselle financial software helpful but not required.

Language Skills

Ability to comprehend abstract instructions. Ability to read and analyze complex periodicals and journals, financial reports, and government regulations. Ability to write general reports, correspondence, procedure manuals and articles for publication. Ability to effectively present information to top management and the general public. Ability to respond to common inquiries or complaints from the general public.

Mathematical Skills

Ability to apply concepts of advanced algebra, statistics and geometry to practical and abstract situations. Ability to develop and analyze budgets, complex spreadsheets, financial analyses, etc. Ability to calculate statistics, trends and make projections.

Reasoning Ability

Ability to define problems, collect data, establish facts, draw valid conclusions and make recommendations. Ability to interpret an extensive variety of technical instructions furnished in a variety of forms. Ability to deal with a variety of abstract concepts and   variables.
